His NBADL numbers per: http://dleague.nba.com/player/walter-tavares/ are 559 minutes played and 51 personal fouls. That is a 3.3 fouls per 36 rate. To be 4.8 fouls per 36, he would have to have 75 fouls in 559 minutes (4.83 fouls per 36). In his 73 NBA minutes, he has a 3.9 fouls per 36 rate.
