Why does Bob say this ?

Many times, in a game, when a player is headed to the charity stripe for his free throws, Bob will say,

"One plus the penalty."   Why?  What does he mean?  We know that he's either going for two free throws

or, after a basket made, the "And one" which makes it a possible three point play.

He normally says that on off the ball non shooting fouls when the other team is over the quarterly 4 foul limit .. or 3 foul limit in OT.

NBA rules actually describe it as one free throw for being over the foul limit, plus a penalty free throw.

Section V--Free Throw Penalty Situations 

a. Each team is limited to four team fouls per regulation period without addi-tional penalties. Common fouls charged as team fouls, in excess of four, will be penal-ized by one free throw attempt plus a penalty free throw attempt. 

 

In college, you only automatically get that penalty FT once the 10th team foul in a half is committed.

 Otherwise, you have to make your 1st FT, in order to be awarded the penalty FT on non shooting team fouls 7, 8, and 9.  That's why they call it "one and one" or "one plus the bonus".

Also, Bob calls both pro and college games, so it's natural for him to say "one plus the penalty".

I may be slightly off of Bob's reference, but it always makes me think of the old days (Tree Rollins type era).

In those days, the bonus (penalty) was less automatic.  They got 1 free throw and if they made it, they got a second free throw.  I think he is referencing that style.  In today's game, you automatically get the penalty shot, but I think that is where it comes.

Remember in the seventies when there was a "3 to make 2" rule for off the ball fouls?   I'm surprised they haven't talked about bringing that back to eliminate hack-a-Drum

That would actually be an acceptable compromise to the hack-a, in my eyes.
