The only successful tank would be getting a Lebron James, Michael Jordan, Shaq, Tim Duncan, David Robinson in the draft.  Those along with a few I left out are generational talents and none were in this draft and I dont see any in the near future.  The tanking route we have taken only guarantees extreme mediocrity.

Now, if you truly wanted to rebuild the correct way, you would NEVER accept losing and make it a goal to be as bad as you can humanly be.  You would bring in undervalued assets from the free agent market like Atlanta did when Danny Ferry signed Paul Millsap and DeMarre Carroll.  You would continue to build around veteran players and bring in youth for developmental purposes.  

There is no pathway for ever being good within a 5 year period when you tank.

Philly was in the playoffs in year 5 of their tank.  

(Note that you incorrectly include a year they tried and failed to make the playoffs as a tank.  The tank started after they missed the playoffs and they sold off the team.  Year 5 of that 'process' was last year's #3 seed in the East.)
